Michael Hayden explains that “probable cause” is not in the Fourth Amendment

At the time this video was shot (2006), Hay­den was Deputy Direc­tor of Nation­al Intel­li­gence. He had been NSA direc­tor and was nom­i­nat­ed to head the CIA. More than any oth­er human being, he is the sur­veil­lance state per­son­i­fied.

If there’s any amend­ment to the Con­sti­tu­tion that employ­ees of the NSA are famil­iar with, it’s the Fourth.”
